Changes to Driving Test Booking Rules in 2026: What Learners Need to Know
Article updated to reflect DVSA guidance available at the time of writing.
The DVSA has announced a series of important changes to the way driving tests can be booked and managed in England. These reforms will begin to take effect during 2026 and are designed to make the driving test booking system fairer for learners who are genuinely ready to take their test. The changes aim to reduce repeated rescheduling of tests, limit the misuse of the booking system, and ensure that available appointments go to learners who are approaching test standard.
Over the past few years the driving test system has been under considerable pressure across the UK. Waiting times in many areas increased significantly, and learners sometimes struggled to secure an appointment when they felt ready to take their test. In response to this uncertainty, many people began booking tests very early in their training simply to secure a slot in the system.
While that approach sometimes worked in the past, the new rules will make it much harder to move a test repeatedly or hold a booking for many months while continuing lessons. Learners will now need to think more carefully about when they book a test and where that test takes place. For learners in Milton Keynes and the surrounding areas, the most helpful advice is simple. Driving tests should be booked when you are approaching test standard and when the location is practical for your instructor to support.

Why the DVSA Has Introduced These Test Rule Changes
The DVSA has made it clear that the purpose of these reforms is to improve fairness within the driving test booking system. Over time a number of behaviours developed that made it harder for genuine learners to access available test appointments. Some learners booked tests many months in advance and repeatedly moved the appointment while continuing their training.
At the same time, some companies began using automated software to monitor the DVSA booking system and capture appointments as soon as they became available. In many cases these appointments were then sold on to learners for additional fees, creating an unofficial resale market for driving tests. This behaviour reduced the number of appointments available through the normal booking system and contributed to longer waiting times.
The DVSA therefore introduced a set of reforms designed to reduce these practices and restore balance to the system. By limiting how often tests can be changed and tightening the way bookings are managed, the DVSA hopes to ensure that appointments are available for learners who are properly prepared to take their driving test.
Key Driving Test Booking Changes Coming in 2026
The DVSA has confirmed that the new rules will be introduced in stages during 2026. Each stage focuses on improving fairness in the booking system and reducing opportunities for misuse.
Limit on Changing Driving Tests
From 31 March 2026, learners will only be able to change a driving test twice.
Previously it was possible to move a test more while continuing lessons, and some bookings were held for many months while learners gradually improved their driving.
Under the new rules, once a test has been moved twice it cannot be changed again. If the date no longer works for the learner, the booking must be cancelled and a new one booked through the DVSA system. This change is intended to reduce repeated rescheduling and ensure that appointments are released back into the system more quickly for other learners.
Changes to Who Can Manage Bookings
From 12 May 2026, updates to the DVSA booking system will change how driving test appointments are managed. Learners will manage their booking directly through their own DVSA account rather than relying on others to control the booking on their behalf. While instructors can still provide guidance and advice, the booking itself remains under the learner’s control.
This adjustment has been introduced partly to reduce situations where bookings were managed through multiple accounts or automated systems. By keeping control with the learner, the DVSA hopes to reduce misuse of the system and make the booking process more transparent. For most learners this simply means keeping track of their booking details and checking availability directly through the official DVSA website. At DTMK Driving School we already encourage you to book and manage your own test!
Restrictions on Moving Tests Between Centres
From 9 June 2026, learners will only be able to move their driving test to the centre where the test is currently booked or to one of the three nearest driving test centres. The DVSA calculates the nearest centres using driving distance while avoiding motorways.
It is important to understand that learners can still initially book a test at any centre where availability exists. However, if they later decide to move that appointment, the DVSA system will only allow the test to be moved to the original centre or one of the three nearest centres listed in the DVSA guidance. This means learners who secure a test far from home may find it difficult to move that appointment closer later.
Our advice?? Do NOT book a centre that you have no intention of taking the test!!
Driving Test Centres Near Milton Keynes
Learners based in Milton Keynes most commonly use Bletchley Driving Test Centre, although some learners also look for appointments at nearby centres when availability is limited. The DVSA has published the official list of the three nearest centres for each location, which determines where tests can be moved once the June 2026 rule comes into effect.
Bletchley Driving Test Centre
If your test is booked in Bletchley, the three centres you will be able to move it to are Leighton Buzzard (Stanbridge Road), Aylesbury, and Luton. These centres represent the closest options based on the DVSA calculation of driving distance between test locations.
Leighton Buzzard Driving Test Centre
If your test is booked at Leighton Buzzard (Stanbridge Road), the nearest centres are Bletchley, Aylesbury, and Luton. Learners who live in the southern half of Milton Keynes sometimes find Leighton Buzzard just as convenient as Bletchley depending on their location. We will 100% support tests at Leighton Buzzard!
Northampton Driving Test Centre
If your test is booked in Northampton, the nearest centres are Wellingborough, Kettering, and Rugby. These centres reflect the cluster of DVSA test locations within Northamptonshire.
Luton Driving Test Centre
If your test is booked in Luton, the nearest centres are St Albans, Leighton Buzzard (Stanbridge Road), and Stevenage.
Bedford Driving Test Centre
If your test is booked in Bedford, the nearest centres are Wellingborough, Bletchley, and Letchworth.
Aylesbury Driving Test Centre
If your test is booked in Aylesbury, the nearest centres are Leighton Buzzard (Stanbridge Road), Bletchley, and High Wycombe.
Kettering Driving Test Centre
If your test is booked in Kettering, the nearest centres are Wellingborough, Northampton, and Bedford.
These centre combinations come directly from the DVSA guidance and determine where a test can be moved once the June 2026 changes begin. The information above is correct at the time of writing. However, DVSA policies and booking rules can change, so learners should always check the latest guidance on the official GOV.UK website to confirm what options are currently available when managing a driving test booking.
Important Update (26th March):
The DVSA has confirmed that the list of nearest test centres may be updated over time as they refine the system. This means the exact centres available for swapping could change, so it is always worth checking the latest GOV.UK guidance before making decisions.
We want to take this opportunity to remind you - at the time of writing this article, we only support tests at BLETCHLEY, LEIGHTON BUZZARD, and NORTHAMPTON.
Real World Examples
A learner who books a test shortly after starting lessons might feel reassured that they have secured a place in the system. However, as their training progresses they may realise they are not ready. Under the new rules they might move the test twice but still need more time, leaving them with no choice but to cancel the booking and start again.
Another learner waits until they are consistently passing mock tests with only a small number of driver faults. Their instructor confirms that they are approaching test standard and they book a test with confidence. Because the timing is correct, the final weeks of preparation feel calm and focused rather than stressful.
Why This Matters for Learners and Drivers in Milton Keynes
Milton Keynes has a distinctive road layout built around grid roads and large roundabouts. Learners who train locally become familiar with these road systems and often feel more confident taking their test in an environment they already understand.
Travelling to another town can introduce unfamiliar road layouts, narrower streets, and different traffic patterns. While a capable driver can adapt to these environments, unnecessary unfamiliarity can add pressure during the test itself.
For this reason many learners prefer to take their test locally where possible. The most important factor, however, is preparation rather than location. A well prepared driver will perform far more confidently regardless of where the test takes place.
Frequently Asked Questions
When do the new driving test booking rules begin?
The changes will be introduced in stages during 2026. The limit on changing tests begins on 31st March 2026, updates to booking management begin on 12th May 2026, and restrictions on moving tests between centres begin on 9th June 2026.
Can I still move my driving test to another centre?
Yes, but only to the current centre or one of the three nearest centres listed by the DVSA once the June 2026 rule comes into effect.
Should I book my test as soon as I start lessons?
In most cases this is no longer advisable. Booking too early may leave you with a test date that does not match your progress.
How do I know when I am ready to book my test?
Your instructor will normally guide you. Mock tests and independent driving practice usually confirm when you are approaching test standard.
Summary
The DVSA’s new driving test booking rules are designed to improve fairness within the system and reduce misuse of test appointments. The most important changes include limits on how often a test can be moved, clearer responsibility for managing bookings, and restrictions on which centres a booking can be transferred to.
For learners the key message is clear. Driving tests should be booked when you are approaching test standard rather than months in advance. Planning your booking carefully helps ensure the test date aligns with your real progress and avoids unnecessary stress.
